You can’t really “dumb down” a bike tour.

A tour can operate on different terrain, at different speeds, catering to different ability levels. Tours can accomplish different goals and support different causes. But the rider still has to climb onto the saddle and crank the pedals.

There’s this cultural tendency to make things easier, require less commitment, promise more in return for less. Conventional wisdom says that’s the way to attract more people.
